That being said, there are a number of existing resources that export publicly available information about the criminal justice process that you could find useful. These restrictions include state and federal laws regarding data privacy and security. It is protected for reasons, and you aren’t going to be able to see all of it unless you are directly involved in the criminal justice process. I have access to some protected information. What's going on in our justice system where we need to arrest the same groups over and over again without coming to a resolution like changing their life or putting them in prison? Beyond looking at people who are simply homeless, how much of a revolving door "catch and release" problem do we really have? My point isn't about homeless people - it's about reoccurring criminality and our failed justice system. Together, they represent an astonishing 20,000 arrests over time. In June 2018 The Oregonian did a similar analysis of arrests and found 52 percent of arrests were homeless people, including noting:Ĥ40 homeless people arrested last year were arrested more than 20 times since 1996. 25 of those times resulted in criminal charges logged with the Oregon Justice Department, I didn't even bother trying to count how many came out as convictions. One person was arrested 38 times between 2015 and two days ago. All of this is a conservative estimate and I ruled out 7 people who likely had multiple arrests but were lacking a proof-positive mug shot that matched others on the site.Īt least 67 of the 93 people - 72% - have been at least arrested once before.īut most of those folks have been arrested many times, with 26 of those people - 28% - being arrested more than 11 times, and 54% of them who had been arrested more than 4 times.Īnd 11 of those people - 12% - have been arrested more than 20 times. On December 17th 2019 pdxmugshots logged 93 separate arrests of individuals through Multnomah County, I used this date to isolate sample data, then visual inspections of the mugshot photos and search on pdxmugshots to collect the following information. Obviously pdxmugshots isn't representative of the official data, it's definitely not representative of convictions, and I'm writing this in hopes that someone from a credible news agency might spend the time to ask Portland Police and Multnomah County to share this data and publish a credible article that verifies all of this, because there's clearly a real story here. I ended up on pdxmugshots recently and found it to be a really interesting source of data.
